- Finely chop the carrots, cabbage, and green onions. Thaw ground meat if frozen.
- In a large bowl, combine the ground meat with chopped vegetables, minced garlic, soy sauce, and ground black pepper. Mix thoroughly.
- Lay a lumpia wrapper flat, spoon filling near one end, fold sides, and roll tightly from the bottom. Seal edges.
- Heat oil in a deep frying pan over medium heat. Test with a small piece of wrapper; it should sizzle immediately.
- Fry assembled spring rolls in batches for 5-7 minutes until golden brown. Turn occasionally.
- Use a slotted spoon to remove spring rolls and place on paper towels to drain excess oil. Serve hot with dipping sauces.
